Javascript Popup / Refresh for Section #39

Collection/Section Path should be an optional/non-required field in the
section_add form.

In the future, we can change this to create javascript to:

1) launch popup
2) add section path
3) close form
2) refresh list on Section Add Form

(We may be able to find a way to duplicate this functionality from the way
it works in the admin).
