Group stories into neighborhoods (regions) #13

We should be able to group stories into "neighborhoods" or regions.

A neighborhood would include Title, description and a textarea for polygon 
information.

This could also alleviate the issue of including polygon information as a 
property of a single story.  One, or multiple stories could belong to the same 
region.
