Re-implement navigation

A pull request to document the commits related to issue #4

That last commit creates new actions for the map navigation, distinguishing between toggling a map layer's display on the map and the clicking of a map layer for report navigation.

New actions:

ViewActions.layerClicked: fires "LAYER_CLICKED" (when clicking on the map layer's name in the menu)
ViewActions.toggleLayerMapDisplay: fires "TOGGLE_LAYER_MAP_DISPLAY" (when clicking on the map layer display radio button)
ViewActions.groupClicked: fires "GROUP_CLICKED" (not yet triggered by UI)

There is now a new component, MapGroupMenuItem which has a clickable header, h3.group-menu-item-header. When clicked, if the clicked group is inactive, it will fire ViewActions.groupClicked
