idea: add plowshare downloader #56

I know this is a long shot, but it's worth mentioning:

Seems small enough, but the requirements are somewhat heavy (bash, perl). Also, 
it's a command line tool, so a way to integrate it into EWCP will also be 
required.

cannot see the long shot really usage of this one
but should be no issue:
"Run fast on embedded device (ARM7 with 8mo of RAM with busybox for example) "

still ... someone should make the web interface, if none yet available
