Describe the bug Session form edit When displayed value is always empty.

To Reproduce Edit a session and review the When value

Expected behavior The value displayed should contain the actual edited session value of When

Additional context app-recurring-date-time-picker component should be extracted to an independent component with a controlValueAccessor to merge both to a single timestamp
