Remove area codes in dial code for Dominican Republic & Puerto Rico #67

Dominican Republic & Puerto Rico have multiple area codes, this is to remove the area code/ overlay code. This is because of the overlay, the area code must be dialed for all calls.

Dominican Republic: +1-809, +1-829 and +1-849 https://countrycode.org/dominicanrepublic

Puerto Rico: +1-787 and +1-939 https://countrycode.org/puertorico
