Don't update the zero cluster in CD step for hybrid solver #4

I'm thinking that there's no point in updating the zero cluster in the CD step for the hybrid solver since we do not have a splitting step in the CD step for the hybrid solver and are basically almost never going to move the entire zero cluster at once.

But I wanted to see if you agreed before making the change.
