Release 0.13.0 #835

Hi! 👋 Firstly, thanks for your work on this project!

I would like to raise the topic of publishing a new version of this library. It's been a long time since the release of 0.13.0-beta.2 and yet it still hasn't been released as a full-fledged version. This version seems to work very well with react-native 0.69+ so what stands in the way of releasing this so that we don't have to look for a beta solution through issues?

This library here is not really maintained anymore, therefor I forked it quite a while ago. Feel free to switch to my fork: https://www.npmjs.com/package/react-native-blob-util
