rdm sometimes takes a long time to process rc queries, or stops responding completely and must be restarted.

This only seemed to happen when rdm was reindexing, and it appears to be fixed by a combination of RTags improvements and https://github.com/jomiller/vscode-rtags/commit/2f38901a5e1c9282d8f5d958f44dd8fd4f2a24cd

This issue sometimes still occurs when rdm is reindexing.

This issue has been mitigated somewhat by b530275d4608875da543ac959bc6daa2a7711233
