Make 'configure' check for msgconv #258

ON my system (plain OPENsuse 11.3) there was no msgconv which made 'make' fail. 
Perhaps 'configure' could check for this.

Can you attach the output of ./configure succeeding when msgconv is not 
installed, please?

I'm not sure how to address this, we use AM_GN_GETTEXT() in configure.ac, but 
that only seems to be specified to check that the necessary library support is 
available, not that the tool support which po/Makefile.in.in assumes is 
available.

But when I run ./configure a check is done for msgfmt and msgmerge, and I don't 
quite understand how that can succeed but then msgconv not be available...
