Rather than strictly maximizing for largest number of shortest words on the board, should allow a handful of longer words, informed by the analysis of publically available WonderWord boards.

Intuition is that this introduces a handful of long-range interactions which constrain the board significantly

Tentative experimentation in this direction shows it to overwhelmingly hurt more than help.
