Package scope resolution fails with nested types #167

Fix for Issue 161 did not implement this use case:

 // test.proto
 syntax = 'proto2';
 package com.google.proto.base.shared;

 message ABC {
   enum Type {
     ONE = 1;
     TWO = 2;
   }
 }

 // test2.proto
 syntax = "proto2";
 package com.google.proto.project.shared;

 import "test.proto";

 message Summary {
   repeated base.shared.ABC.Type type = 1;
 }
