Add a command that will allow you to monitor a player's CPS, and report their CPS over the past X seconds every X seconds.
You will be able to toggle monitoring a player using a command or GUI.
Ex. /reflex watch cps <player>
/reflex watch cps <player>
Every 5 seconds: [Reflex] CPS Report - Shawckz (last 5s): 5, 20, 18, 30

The monitoring can be toggled using the same command.
