New command: /reflex checks #42

Should open up an inventory that can manage all checks (similar to how /reflex status works)

But easier to use... toggle checks by feature, etc.

Should be multiple GUIs:

Parent GUI: Select a check

Second GUI (per check): Select a setting to toggle (freeze, autoban, enabled, config variables?)
