I would be interested in implementing this, be it just to learn something. However, the main thing preventing me from doing so is that I don't have access to any computer running macOS.
To provide a starting point to you and others and an overwiew which components would definitely need work;
NotifyIcon (System.Windows.Forms): Replace by cross-platform implementation.
Squalr: Check whether this is compatible with other operating systems than Windows.
