Added support for xtest command using Dist::Zilla::App::Command::xtest #8

This PR adds support for the xtest command. Extending the capabilities of Ebirah.

The request for the support is described in issue (feature request) #6.

The addition is pretty basic and is based on Dist::Zilla::App::Command::xtest

A new section on diagnostics have been added to the documentation describing a first scenario related to xtest
