Small update on zh-TW, zh-CN. #92

Small update on zh-TW and zh-CN translation, remove old code by myself which try to fix download exception or restart exception occured.

for above issue just, without adding RequestHeader with UserAgent in "DonwloadDialog.cs/Download" will show 403 forbidden in old version with random situation if try to download new version, though now seems not happend anymore... :/ so I still leave that commented code there, if any needed could use that better (don't know if actually needed or not)

Also make better error prevention on Download Update, change function name (useless).

So beside translation, they're useless update there.

※Seems not change the resource string to use zh-Hant-TW yet, but I still change that with zh-TW together.

Translation files in this repository are read-only. Translations are only managed via the translation page. Please update the corresponding entries over there.
