[BUG] Date created format on webUI reverts to default

Describe the bug It's possible to set date format in settings to my preferred one (ISO 8601) and save it, but the format reverts back to default (US) at the next session.

To Reproduce Steps to reproduce the behavior: Change date format in settings of webUI, save. Log out. Log in.

Expected behavior Date format remains ISO 8601.

• Host OS of the machine running paperless: Windows 10
• Browser: Firefox 64-bit
• Version: 92.0
• Installation method: docker
• Any configuration changes you made in docker-compose.yml, docker-compose.env or paperless.conf: set PAPERLESS_OCR_LANGUAGE, PAPERLESS_TIME_ZONE

Same here. It would be nice to save these settings on a per-user basis instead of per session.
