Make genchars.pl output reproducible by sorting hash keys #6

While working on Debian's “reproducible builds” effort [1], we have noticed that this module doesn't build reproducibly because genchars.pl is using hash keys in a random order. Please consider this fix.

Hi, thanks for that. I'll test it on a few platforms and if okay, it''l be in the next release.
