UsTar Uncopatible to most aplications #13

TarWriter should not write USTAR, because 
it is not retro compatible in most applications 
(event if the documentations says it is) 

i shall be sending a huge set of corrections / improvements soon,

Correction, 
ustar, is compatible with most of current application, but, the curret UsTar 
implementation is buggy...

i shall not be correcting all that(even do i did made it so that will compact 
and read folders +/- correctly ( 7zip reads them @ least ) )
since i found that SharpZipLib hass a good tar implementation.

this was a good try,
