Administrators should be able to do this.

Commit 491868322b48f4e0f508ee81684960257d18f501 resolves this.

Create: Either through 'Blog Categories' menu item or through 'Add blog post' screen (plus sign on the side).
Rename: Through 'Blog Categories' menu item.
Delete: Through 'Blog Categories' menu item.

If you rename a blog category, the URL stays the same. Links to it will therefore keep on working.
