popup window code overidden by IE's Open New Window in Tab #44

What steps will reproduce the problem?
1. try the code in IE with Open New Window in Tab

What is the expected output? 
Was hoping to see a smaller window opened up

What do you see instead?
IE opened the window in a new tab

What version of the product are you using? On what operating system?
