Watchdog_pi inclusive boundary is not working. #456

From the JSON validation it appears that Watchdog is not sending the correct schemas to determine if the boat is inside the inclusive boundary, however I don't know how to read this yet. I think the message is missing essential information or schema.

This bug has been around since conversion to ov50 and before. I have not been able to trace it back to the source of the bug however.

I don't think this is a problem stemming from Ocpn_draw, because the message says it is coming from WatchDog.

This has been fixed by update of ODAPI.h
