Maybe a bug #522

Could not open Toolbar > Options > Plugins because Opencpn 5.8.2 crashed immediately. Multiple times navobj.xml seemed to be locked open. Found a crash file related to ocpn_draw, so removed that dll and was able to get Plugins menu to open.

I think this is fixed now. Don't know why it happened.
