Hosting #111

A hosting function/version would be great! With which one can create, edit, lock/unlock (temporarily or indefinitely) and delete users to whom one can give any/specific permissions on a/specific/all Tea*Speak virtual server!

This sounds interesting but currently I am not able to put the time and effort into such a feature. Contributions are always welcome. So feel free to make such a PR.
