Automatically convert card to issue

Motivation

It is boring to transform every card into an issue by hand!

Main Goal

Do it automatically trough a Github action

Improvements

How to validate this PR

Verifying if `card-to-issue.yml looks ok. It will only be possible to test it once merged into develop.
