Slick FPS is messed up again and SDL Custom is no longer available #13

Using play_slick frequently runs the game at 61 or 62 fps. SDL Custom used to 
work just fine, but now things probably won't sync correctly again.

I think it's caused by dynamic FPS adjust system that I added in r184.
I just noticed that the game doesn't need this to work correctly, and I also 
noticed that this is enabled by default, which is bad.
I think r198 has fixed it, but you might need to turn off "FPS DYNAMIC ADJUST" 
option manually in "General Options" screen.
