Feature request: Block display types in tuning/ruleset #68

Currently, options including Use Bone Blocks, Block Outline Type, and Block 
Outline Only are restricted to Practice mode.

I propose adding options for them (and an additional display option in which 
blocks are their normal color until lock, at which point they become gray) in 
tuning and/or rulesets, as some players find stacking easier with outline only 
mode on.

Added Outline-related settings to tuning menu in r731. Bone Blocks and 
"Different colorset after lock" are not added yet.
