What is each variable measuring? #7

It was really stressed in class that the key to making good analyses of this data is to have a complete understanding of what each variable is measuring. We're already trying to figure out what the margin of error columns exactly mean in #5, so let's work on getting a really good understanding of what each of the columns represent.

@noelgoodwin, if you could work on writing up an informal report/document, describing exactly what each of the variables in our dataset means, that would be incredibly helpful. Don't worry about the format or presentation, I just want to make sure that we can dive really deeply into what the data is actually representing. This includes:

It would be great to have a brief summary about the data (could be stolen mostly from the Urban Institute report), as well as a paragraph or so about what exactly each variable represents, in as much detail as we can muster. Perhaps this information could even be included in the README.md for the repository so that it's visible at a first glance.
