event: introducing plugin scaffolding

Initial scaffolding of the event plugin framework.

As a first pass, we're introducing the following three methods:

• Error: for passing errors along to the plugin (this could be dropped later?)
• GeneralMetric: general metrics
• RequestMetric: request specific metrics (includes req, res, backend and upstream)
