rename e-196 NAIL POLISH? #135

Peter Lofting used issue 133 for changing the glyph for this symbol but 
also asked about its name. I am forking off the name change discussion to 
this issue here.

My initial reply:

I don't know how this is used. It looks like KDDI's name is "nail" while 
SoftBank has "manicure".

It looks like "Manicure" is more accurate name for this one if I believe 
definitions found in the Oxford 
dictionary (below). Any native speakers ?

Nail Polish
Noun:Varnish applied to the fingernails or toenails to color them or make them 
shiny.

Manicure
Noun: A cosmetic treatment of the hands involving cutting, shaping, and often 
painting of the nails, removal 
of the cuticles, and softening of the skin.
Verb: Give a manicure to.

Actually only one of the carriers uses the word "manicure", i.e. Softbank. KDDI
refers to this as NAIL. 

I suggest NAIL CARE instead. It can represent the intent of both Emoji better.
