remove e-82B FREE DIAL from the proposal #141

The term "Free Dial" appears to be an NTT DoCoMo registered trademark. Set 
in_proposal="no".

(Kat will try to find out 1. whether the image is trademarked as a logo and 
2. whether it is used in interchange.)

1. The image is also trade-marked as it turns out:

2. It seems that this Emoji can be used when referring to the free dial service 
(equivalent of 800 numbers in the US) even though it is trade-marked by NTT 
docomo. 
However, it seems unlikely that this Emoji is interchanged in mail. So it is 
proper 
to remove this from the proposal.
