Replace half-width text fall back #160

The text fallback is ｺｺ. This actually causes a problem for ISO-2022-JP as 
the half-width Katakana is not part of JIS X 0208. 
We should replace this with the full-width version: ココ

FYI: I submitted issue 161 for writing a test that will detect such cases.
We can fix known problems in text fallbacks at any time though.
