Annotations meaning <ann> elements not <desc> text. See existing <ann> 
elements as examples. The latest version of the formal documentation is in 
http://www.unicode.org/Public/5.2.0/ucd/NamesList-5.2.0d2.html (We should 
use only a small subset of the possible forms and alternatives. Best to 
stick to the forms we already have in our data. The link to the latest 
documentation is versioned and will change over time.)

From the UTC meeting:

Add real annotations to ogre & goblin; document usage; for now: ok to use 
internal IDs in cross-references.

Remove "tentatively disunified" etc.; hoist necessary explanations & cross-
references into real annotations.

Hearts and such: annotate "may be displayed on Japanese cell phone in xyz 
color"

e-811 Flower Playing Cards: annotate usage in Chinese, Japanese and Korean

If we still want this done, we should work with Michel and the committees 
before the 
end of January I think.
