clean up temporary notes (<desc>) #180

Most can be removed, some could stay but the chart should not say "temporary" 
any more after FDAM8 is published.

I am leaving the temporary notes. They appear only in some charts, e.g., 
full.html, and since most of them did not go into the standard, they really are 
temporary. They did not appear in the more abbreviated emoji4unicode.html.
