I don't have an explanation for why this happens but I've found that if you want to use the Personal Access Token authentication you have to also enable 2FA on the account you are trying to use this with. I've tried PAT w/o 2FA and it does not work. It will not ever see the PR. As soon as 2FA is enabled, it uses the PAT and starts building the PR. And of course you can't use (automatic) password authentication with 2FA so that is not an option either. Documenting this finding here for future spelunkers. 📓
