Complete the Attach Files Feature

Description

Added the option of adding files in Petition form. Created a separate input for file uploads, since the process is same as for uploading images, so built a common component PetitionFileUploader and moved most of the attachment related codes inside the component.

Also, added the files link in petition details page and added check on pages for fileType where image has been used.
