Make attaching the YSOD message to e-mails optional

We don't want the YSOD attaching to the emails as all of the data is pretty
much in the email anyway so I've written a patch to make this a parameter
on the web.config options.

I've tried following the conventions used in this project, but as some of
them differ from what I'm used to I apologise if I've missed any. I've
generated the patch file using bzr as well, rather than svn so I hope that
it works ok!
