When you are the panel tool and you double-tap-and-hold on a panel, you should get a menu with:

move panel forward/backward in panel stack

interacts with layers in a weird way. Requires further thought.

Oh, the thought-cloud-shaped panel is how to do images inside a thought bubble. It's a panel at that point, not part of the script anymore.
