Volunteer cannot have "in" and "not done" events for the same survey in the same year. When volunteers add data for a site or click "site not surveyed" button or tick box, "in" events can replace "not done" events but "not done" events cannot replace "in" events. Volunteers should be able to undo "site not surveyed" if they selected this in error. See #137 for more details about this system.
