As a volunteer I would like to be able to:
Easily indicate that I didn't survey a site on my list this year so that I don't get data return reminders for this site.
From an admin perspective: clicking this would generate a "not done" event for the relevant survey in the database. If they already have a data "in" event for that survey (i.e. they've added data for another site) then the "not done" event should not be added for that survey. If they have a "not done" event and subsequently add data for a site then the "not done" event is deleted and the "in event" is added.
