Describe the bug Bedrock not being generated in my custom world

To Reproduce Steps to reproduce the behavior:

  1. Set "flatBedrock" to true
  2. Set "bedrockLevel" to 1

Spigot version (please complete the following information): Tried both Spigot and Paper 1.15.2, currently using EWG 8.1.21

Additional context https://hastebin.com/utelodumon.json (I had this issue since 4 months ago and I reported it in Discord, just didn't knew there's a GitHub repo for issues and I waited forever uh)
