"useWaterLakes" not working #71

Describe the bug i'm just set "useWaterLakes": false but puddles still generate

To Reproduce Steps to reproduce the behavior:

  1. set "useWaterLakes": true, to "useWaterLakes": false, for some biomes
  2. generate world

Expected behavior it's should be not generate puddles

Spigot version (please complete the following information): SSSpigot-1.15.2 (Paper Fork) PaperSpigot-1.15.2 not worked too
