Add the sublime-syntax of build 3103 #115

Besides adding the .sublime-syntax file which is supported by build 3103, I have also improved the followings.

it is now possible to comment, fix #92
add latex math support, fix #105, it is only possible with the new sublime-syntax format
improve r fenced code
