Users should be able to leave notes for offline/away users. When the offline/away user comes back on (detected via chat activity) - the bot chats the message to the user.

Partially fixed by Tobias. Missing:

Detection of when user becomes available
Flood protection, when there are many messages, the bot will be terminated by the server due to flooding
