GHA to create "document as new user" issues #49

Whenever a new md (in man) is added in a PR, create an issue to edit those docs as a new user, tagged with "good first issue." I'm logging this here but, if it works, I should add it to all my repos.

[ ] Create this type of issue by hand to sort out the format.
[ ] Add a template.
[ ] Add GHA to do it automatically.
