Streamer outreach can be really difficult. I've tried a lot of different things on different games with varying results, and I've learned a lot while doing it.
The first thing I would tell you to do is avoid using email. I feel like it's too easy for streamers to ignore, and many times they never even see it due to spam filters and such. My preferred method of contact is Discord. I could write a book on Discord messaging tips and tricks alone, but the short version is find the link to their server, join up, and send them a message. This is a lot more manual than emailing, but it produces a lot more responses.
Secondly, a lot of it has to do with the size of the streamer you're contacting. The larger the streamer, the more personalized you have to make the message in order to get noticed. As a former full-time Twitch Partner myself, I know just how many messages a streamer can receive. PIcking out something specific about their stream and mentioning it can often engage them.
Finally, what benefits are you offering to the streamers you are contacting? This might be the most important one. Smaller streamers will often be excited about any new thing, as they feel it will give them a leg up with regard to growth. However, once you get to streamers who are even 100 concurrent viewers or larger, it's important to be clear about the benefits of what you are offering.
