I'm not too keen on the idea currently at least anyway. But I will consider 
options - perhaps running our own repository.

That's fair enough, I suspected this might be the reason.

I also think you're right that the BBC doesn't really have a position on this 
properly.

However... get_iplayer still exists through Infradead and has had a fair bit of 
publicity.

I'm not aware of the other programs which actually received cease & desist 
letters, but XBMC also hosts 4od and is maybe big enough to deflect any flak..

Why not see submit and see what happens? :)
