Summary of Changes

CS fixes for mod_weblinks come from @chmst
Change config option value so that Edit Custom Fields is enabled by default. It is consistent with our other core components and make it works well with the check from mod_menu https://github.com/joomla/joomla-cms/blob/4.0-dev/administrator/modules/mod_menu/src/Menu/CssMenu.php#L365

Testing Instructions

This is small change, so I will just merge it right away.
