Should we update Ubuntu 16.10 and php 7.1 versions?

@810 Hmm, no for the time being I think we should prefer LTS releases of Ubuntu. But having different PHP versions (inc 7.1) is on the todo-list.

Pushing this issue as J4 is raising it's PHP min version to 7.2
